Abraham Tower, more commonly referred to as the Commander, is the highest-ranked leader of the Guardian Units of Nations, the prominent military organization of Sonic's world. He saw his debut and most prominent role in Shadow the Hedgehog, where he was in charge of the effort to repel the Black Arms invasion of the planet.
As G.U.N. was decimated by Dr. Eggman's forces during the events of Sonic Forces, his current state is unknown.[2]

Character conception
The character was initially given no name, only being referred to as the Commander (Shirei-kan (司令官) in Japan[3]). When he made his debut in Archie Comics' Sonic the Hedgehog publications in Sonic Universe #1, he was given the name Abraham Tower by Ian Flynn.[4] As of the release of Sonic X Shadow Generations, this has also become his given name in the Sonic the Hedgehog game series.
Personality and traits
The manual of Shadow the Hedgehog describes him as a man "with complete confidence and an iron will... totally unshaken even as the Black Arms attacks". In addition to commanding military forces during the war, the Commander orchestrated the evacuation of Central City's civilian population, and ensured that the United Federation President was conveyed safely to the GUN Fortress via Air Fleet. He is presumably around sixty years old, and sports a short grey crew cut. The most striking part of his appearance is his heterochromia iridum - differently coloured eyes, one cyan and one orange. He is most often seen wearing a grey military uniform and a pair of white gloves.
History
Shadow the Hedgehog
During his childhood he lived on the Space Colony ARK before Project Shadow's termination, and was a childhood friend of Maria Robotnik. He spied into Professor Gerald Robotnik's lab during Shadow's creation, witnessing Black Doom's unnerving participation in the hedgehog's genesis. He hated the Hedgehog and blamed him for Maria's death fifty years ago, as the whole reason that G.U.N. of 50 years ago assaulted the space station was to shut down Gerald's research on the Ultimate Lifeform.
During most storylines in Shadow the Hedgehog, the Commander is shown as being unrelentingly hostile to Shadow, ordering his soldiers to shoot the hedgehog on sight even in the face of overwhelming evidence that Shadow is on their side. He even makes personal attempts on Shadow's life on some routes through the game; using his trademark pistol on the ruined ARK, and again inside the Diablon mech in some of the Stage 6 boss battles.
After witnessing Shadow save the world from the Black Comet, the Commander began to put more trust into the hedgehog.
Sonic Chronicles: The Dark Brotherhood
The Commander made a brief appearance in Sonic Chronicles: The Dark Brotherhood, co-ordinating G.U.N.'s efforts to track the Marauders' movements through satellite reconnaissance.
