Bloominator[1], or Tulippon (チューリッポン) in Japan[2], is a tulip-like Badnik from Sonic the Hedgehog 3 found in Angel Island Zone. These stationary robots attack by spouting spike balls. To destroy them, it's not completely safe to jump on them, so rolling into the Badnik is a better choice.
A Shield can protect you from their spike balls; they bounce right off the shields, which would probably be a Fire Shield.
Bloominator returns in the Encore Mode of Sonic Mania Plus, found in Angel Island Zone with the same attack pattern.
