Flasher[1] (フラッシャー)[2] is a Badnik from the 16-bit version of Sonic the Hedgehog 2 found in Mystic Cave Zone. It is a firefly-like bug that moves slowly and flashes from time to time. Hit them only when they are not flashing, or you'll take damage.
Flasher is mistakenly referred to as "Frasher" in one of Sonic Jam's Sonic World galleries.
