According to Sonic CulT, development for Sonic X-treme began on Sega Genesis even before Sonic 3D Blast was in development. Chris Senn released some concept art and it looks similar to Sonic 3D due to it having a overhead view. However, unlike Sonic 3D there seems to be a less wide open environment due to there being single column walls and platforms. It may have had more of a focus on platforming rather than exploring. From the single screen shown it's impossible to determine if this is entirely true, or if there was to be more open areas to move in.
According to an issue of GamesTM the development of this game pre-dates Sonic 3.
