In an interview with Hiroshi Kataoka, he confirmed that since ''Sonic the Fighters'' was initially designed around ''Fighting Vipers'' by simply placing Sonic characters in it, the character was modeled around her.

Origin

An employee at AM2 in Sega added Sonic the Hedgehog characters into a copy of the game Fighting Vipers during his spare time. From there, Yu Suzuki delivered the Sonic the Fighters idea to Hiroshi Kataoka. At first, Kataoka was worried because the concept had the Sonic characters beating each other up, and he was afraid Yuji Naka wouldn't approve.
