Sonic the Hedgehog 3 Limited Edition was a compilation of Sonic the Hedgehog 3 and Sonic & Knuckles combined. This would be similar to what you get when locking the games together, however it would be in a single cartridge and would not allow you to lock the game onto any others, so playing Knuckles in Sonic 2 or Blue Sphere would not be possible.
Sonic the Hedgehog 3 was originally envisioned to be a large game but was split into the two smaller games Sonic the Hedgehog 3 and Sonic & Knuckles. This was due to time constraints and Sega's desire to have a new Sonic game released by Christmas of that year. Sonic 3 was the game chosen to be released first and Sonic & Knuckles was released the following year.
Initially it was planned to also release the games as a combined game, similar to Sonic 3 & Knuckles. The cartridge would have been expensive due to the cost of memory. This concept was abandoned in favour of the "Lock-On Technology" of Sonic & Knuckles. Two prototypes of the combined game were found and info can be found here and here.
