Rava the Destroyer is a character created for the Sonic the Hedgehog films.
Character conception
Rava was created due to Sony Pictures wanting original characters they could own for the Sonic series. He was dropped from the movie as he would have taken attention away from Dr. Robotnik as the main antagonist of the movie. The lizard army Rava would have commanded was replaced by the Knuckles Clan for the final film.[1] The character was revived by Kiel Phegley, the writer of the Sonic the Hedgehog: The Official Movie Novelization, for an original story in the Sonic the Hedgehog 2: The Official Movie Pre-Quill.

Sonic the Hedgehog 2: The Official Movie Pre-Quill
When trying to track down Sonic the Hedgehog's energy, Miles "Tails" Prower encountered Rava the Destroyer in a zone most of the world avoids. Rava was furious that someone would dare intrude upon his domain, and cursed Tails as he flew away from the lava. Tails then continued his search for Sonic away from Rava.
