According to former Sega president Al Nilsen in the May 1993 issue of Electronic Gaming Monthly there were 2 Sonic arcade games that were developed before the release of SegaSonic the Hedgehog and reason the games went unreleased was due to them lacking the "special-ness" that Sega expected of Sonic games at the time.
It's totally possible that he was referring to Waku Waku Sonic Patrol Car and UFO Mini: SegaSonic as they were both released before May 1993, but only in Japan.
