Buzz Bombers (called "Biiton" in the Japanese manual) are found in multiple zones in both Sega Genesis and Sega Game Gear versions of the original Sonic the Hedgehog game. They are airborne enemies that will fly until just above Sonic and fire a bullet down in a diagonal direction at him. They'll then fly off rather quickly. Your best bet is to attack them while they pause to get ready to fire a shot. Just don't wait until it's too late and they hit you with that bullet!

This badnik was also the inspiration for Buzzer in Sonic 2, and it made an appearance in the bonus Green Hill stage in Sonic Adventure 2.
