Tails' special stage
Knuckles' special stage

The Special Stage, in Sonic 3D for the Genesis, takes place in a pseudo-3D environment and is based on the same concept used in Sonic 2's Special Stages: you have to run on a path, collecting rings and avoiding bombs. Each stage is divided into three sectors: you need to collect a specific number of rings to proceed to the next sector and to collect the chaos emerald. However, these tresholds are really low (50, 100, and 150 rings), and those stages are widely considered the easiest ones in Sonic games. To access those special stages you have to find Tails or Knuckles into the regular levels, and touch him while carrying at least 50 rings. Note that the ring count will be set back to zero (you will receive the ring bonus for those rings anyway at the end of the act). Tails' and Knuckles' special stages only differ in the setting: Tails' stages take place on a metallic ramp in the sky, while Knuckles' stages take place on a wooden bridge in a devilish setting. There are 7 special stages of each kind, but this doesn't mean that there are 14 emeralds: you're only given the choice to collect each emerald in the kind of stage you prefer. Collecting all the emeralds won't unlock Super Sonic, and is not required to beat the game. The ending will just be slightly different.

In the Sonic 3D Beta found by drx, the special stages have a different layout and object placement, and the goals are 60, 120, and 180 rings. In some stages there is also a bug that allows you to jump beyond the emerald at the end and mess up the game.
