Sonic the Hedgehog (film)

He is the Vice Chairman of the Joint Chiefs of Staff who enlists the assistance of Dr. Robotnik to investigate the cause of the electromagnetic pulse (EMP) incident that caused a major blackout across the Pacific Northwest of the United States, strongly suspecting a terrorist attack. In reality, that EMP was accidently triggered by Sonic the Hedgehog when he involuntarily unleashed his power.

In the sequel, Walters became the commander of the Guardian Units of Nations. It is a global task force created after the San Francisco incident to deal with alien threats.
