Aquatic Ruin Zone, known as "Neo Green Hill Zone" here, is the first stage of the Simon Wai prototype, and is mostly complete, save for one important issue - there are no big underwater sections. There are also no enemies here, except the arrow-shooting totems, and little mistakes can cost lives.
General comparisons
Water does NOT have any effect on Tails other than palette change.
If Sonic gets out of the water during the countdown, the music will be changed to the Emerald Hill theme.
Act 1
One could argue Aquatic Ruin looks better in some sections than the Simon Wai build. The underwater graphics for these waterfalls were broken before release, but they're intact in this prototype.
The splash graphics are corrupted in this prototype, with the game rendering half a bubble and some other garbage instead. Tails doesn't make a splash when he enters the water. The final game has its own set of issues, so it's fair to say this feature was never completely fixed.
Because there isn't a lower level, we get a row of very shallow pits. Pits aren't a feature of this Zone in the final game.

Miss this swinging platform, and Sonic is history as he falls all the way out of the edge of the screen.
One can see where the underwater sections are meant to go, but they're not here yet.
There is no boss, just a weirdly placed signpost.
