Genocide City Zone is a scrapped level worked on by Tom Payne. Being a dark, industrial level, some of its graphics were later reused for The Machine in Sonic Spinball.[1]

Both acts of Genocide City are empty in the Simon Wai build of Sonic 2. Sonic and Tails spawn against a blue background, and promptly fall to their deaths as the theme of Chemical Plant Zone plays. Despite having nothing in it (to the point where even in debug mode, the player can only place rings and empty monitors), the level is quite large.

Play in split screen mode and you can see some exciting red pixels in addition to the green ones.
