The Chaos level editor made by Brett Kosinski was designed to prove that Sonic 2 levels could be edited using a certain compression format. Written in Java, it was slow and not terribly useful, but proved the point and for a while, it was the only Sonic 2 level editor that could modify levels within the ROM.
Several years after the original Chaos level editor was created, Esrael rewrote the program in Visual Basic, vastly improving its speed and usability.
