Fly with Tails in Sonic the Hedgehog 2 is a hack of Sonic the Hedgehog 2 for the Sega Mega Drive/Genesis by JoseTB which allows for Tails to fly, similar to how he does in later games. As no Sonic the Hedgehog 3 flight code was ported over the physics are a bit different. He also cannot lift Sonic, nor swim underwater, nor does he tire and descend after a long flight.
It should also be noted the hack was originally created as a technical proof of concept, using machine code only, which back in 2004 could be considered an achievement, but nowadays it is obsolete. The flight code from Sonic the Hedgehog 3 would be later on ported correctly in more advanced hacks such as Tails in Sonic 1
