That link in the article even furthers the fact that Mars dont count as a scrapped game, its just early development of Sonic X-treme. Same as Crackers isn't a scrapped game, but a Chaotix proto. Also, Cult mentions that X-treme started development  on the genesis first. Test

Sonic Mars was a game being developed for the Sega 32X, though it was canned early in development. Unlike most Sonic games, this one was based off of the SatAM Cartoon. In 2007, a member from Sonic CulT (?) released an early script of Sonic Mars. Interestingly enough, on the list of upcoming games are Sonic 3 + and Sonic Stadium.
