The Chaos level editor made by Brett Kosinski was designed to prove that Sonic 2 levels could be edited using a certain compression format. Written in Java, it was slow and not terribly useful, but proved the point and was the only Sonic 2 level editor for a while.

Several years after the original Chaos level editor was created, Esrael rewrote the program in Visual Basic, vastly improving its speed and usability.
