While the full behind-the-scenes details of the prospective film's development are unknown, two film treatments have leaked giving some insight into the production process. The first of these, a thirty page treatment titled "Sonic: The Movie", was written by Pen Dansham and Richard B. Lewis on November 11, 1994. This treatment reimagined Sonic as a teenage boy named Jimmy Hedgeman who could transform into Sonic following a laboratory accident. Robotnik was reimagined as Dr. Paul Elleson, a bio engineering mad scientist who lived on a remote South American island with his mutant creations. Dr. Elleson, who is given the nickname Robotnik by Jimmy/Sonic, has an evil plan to turn the Earth's population into mutants by polluting the planet's water supply. Based on Sega's notes, the treatment was confusing and not funny, and the treatment was scrapped.

A completely new treatment titled "Sonic the Hedgehog: Wonders of the World", dated May 18, 1995, was written by Richard Jefferies. This treatment is much shorter than the previous treatment, numbering only eight pages with two pages missing from the version that has leaked. The story follows a boy named Josh Pinski who sees Sonic the Hedgehog and Doctor Robotnik enter the real world through his video game screen. In this story, Robotnik's master plan would be to steal and digitize the natural wonders of the real world into a virtual reality amusement park. Despite seeing a more positive reception from Sega compared to the Sonic: The Movie treatment, the project was ultimately cancelled.
