Tails does not carry Sonic into the first Act. They both just start on the ground.

If Sonic isn't travelling fast enough, he will begin to descend down these vertical nets. The cut-off point is much lower in this prototype, making it difficult to use them to reach higher places.

Tails, when he's following Sonic, isn't affected by the nets at all - he just passes straight through them.

...But if the player uses cheat codes to play as Tails alone, interacting with the nets can be disastrous. Tails will glitch out on some emulators such as Kega Fusion, but in other emulators like BizHawk or on real hardware the game will crash.

Act 2, when accessed from the level select, starts the player in the tunnel leading to the Act 1 boss arena rather than at the bottom of it.
