The following are other scrapped Badniks which were to be featured in Sonic the Hedgehog 2. The badniks were taken from concept art found here:

Cactus
Cactus badnik which would be either mobile or stationairy, it flashes green and red before exploding. It was to be in Dust Hill Zone. A Sonic 1 Bomb badnik, and a armadillo are also present.
Dragonfly
Dragonfly is a airborn badnik which drops sections off its body that would explode as they hit the ground.
Lobster
Lobster is a badnik which would swim underwater.
Mole
Mole is a badnik which stays inside walls and comes out thru the side to attack Sonic if he comes near that wall.
Penguin
Penguin is a badnik which has a spring on it's nose which would knock Sonic away if he attacked by jumping or walked into it. Sonic would be forced to roll on the ground to effectively attack it.
Pig
Various incarnations of a Pig badnik. It appears it was to shoot projectiles from its snout.
Porcupine
Porcupine is a badnik which appeared on land based sections.
Pteredactyl or Vulture
Pteredactyl or Vulture is a badnik which would fly in the air and open a hatch in it's stomach to drop projectiles on Sonic.
Squid
Squid appears to be a badnik which appeared in underwater sections. More concept art can be seen here.
Unamed Stegosaurus
Stegosaurus which may have been used when time travel was still planned, or meant for Hidden Palace.
Unamed T-Rex
T-Rex which may have been used when time travel was still planned, or meant for Hidden Palace.
Unamed Octopus
The Octopus may have been an early version of the Octus badnik.
Unamed Flying Thing
Strange Flying Thing which may of been a eagle or some type of dinosaur.
Unamed Thing
Some Unamed Thing which may of been a lizard or some type of dinosaur.

Spring Orb badnik which hops and tries to land on Sonic to do damage.
