Dr. Starline infiltrates [[Egg Base Sigma]] alone, without the [[Warp Topaz]]. He comments that it's a modest industrial site for the [[Eggman Empire]]'s standards, but has precisely what he needs for his plans. He tries to use the password to get in, but it doesn't work. Once the [[Badniks]] start responding to Startline, the doctor field tests his new multi-tool heel spurs. He manages to destroy a few [[Motobugs]], but is quickly overwhelmed by [[Egg Pawns]] and he runs away. Back at his base, Starline records his progress log update. He has [[Sonic the Hedgehog 014 (IDW)|amassed]] a substantial reserve of Eggman technology, but lacks the necessary facilities to utilize them. He has put his long term plans for [[Surge]] and [[Kit]] on hold, until he has the necessary tools to complete them. Starline travels to [[Everhold Prison]] where [[Zavok]], [[Mimic]], [[Rough]] and [[Tumble]] are locked up. The doctor uses his glove to hypnotize the guards to help him free who he came for. When Zavok sees Starline he questions why he didn't use his hypnotic tools instead of the [[Cacophonic Conch]] when [[Sonic the Hedgehog 025 (IDW)|they met before]]. Starline explains he uses different tools for different situations. Plus, he doubts it would work on someone with iron will. Starline then lies to all the prisoners to try and trick them into helping him. Zavok thinks to himself he will also use Starline, so he can have the chance to strike down Eggman and find the [[Deadly Six]]. They shake hands and become the [[Deadly Four]]. Then they escape the prison together using their individual smarts and skills. When exiting, Starline comments that this was a stupendous debut. The Shadowy Scientist is back to his evil antics in Bad Guys! And what better place to concoct nefarious plans than one of Dr. Eggman's abandoned bases? But that is easier said than done when badniks are guarding the entrance! Dr. Starline knows he can't do it alone, so he decides to recruit some familiar and not so friendly faces.[1]
