Selecting Special Stage 1 from the level select gives you the faded, non-animated "No Way!" screen. You can't do anything on it. Use FFFFA1:0001 to pass through the NO WAY screen. Add the code before selecting Special Stage 1. It will bring what I think is the first blue spheres stage.
