This information is all based on the promotional mini-comic released by Sega of America in 1991 to shed light on Sonic's origins just as Sonic 1 was being released. R.O.C.C. stands for Retro-Orbital Chaos Compressor. It was created by Dr. Ovi Kintobor, who later became known as the more familiar, Dr. Robotnik. The R.O.C.C. was built to contain the chaotic energies of the 7 Chaos Emeralds, so that their energy may be used for good instead of evil, which might be the case if they fell into the wrong hands.
Also within the R.O.C.C. are Containment Rings. When the accident that caused the creation of Dr. Robotnik occured, the R.O.C.C. exploded, scattering not only the Chaos Emeralds, but its Containment Rings as well. These are the rings you've collected in the games since Sonic 1.
