"Missile Wrist Rampage", known as "Dr. Eggman no Yabou" (Dr.エッグマンの野望) in Japan, is the third episode in the first season of Sonic X.

Episode summary
Dr. Eggman decides to build an empire in the new world, starting with the city of Station Square. He uses a deck of cards to randomly select which robot to use in the invasion, the E-23.
Underneath the city, Knuckles and Amy are walking through a sewer, arguing. Knuckles believes Sonic is responsible for their situation, but Amy counters that it was probably Eggman.
Meanwhile, a game of beach volleyball is interrupted by a large bipedal robot that emerges from the sea. It raises its arm and fires a projectile through a lifeguard hut and a line of parked cars, then pulls the missile back to its arm with a cable. People scream and flee. Dr. Eggman observes the mayhem from his hovering Eggpod.
Back at the Thorndyke mansion, Tails is washing the Tornado while Cream and Cheese eat donuts. Chris asks them where Sonic has gone, exclaiming that there's big trouble in the city.
The E-23 continues to cause damage. The police attempt to stop it with small arms fire, but are unsuccessful. Eggman orders the robot to make an example of the officer in charge. It raises its arm and fires, presumably killing him. Chris and the others are unable to find Sonic, who has gone into the mountains.
Knuckles and Amy continue walking through the sewers. Knuckles resolves to get back home so he can protect the Master Emerald. Hearing the E-23 above, they emerge onto the street through a manhole. The robot smashes its way into a bank, then using its projectile arm as a grappling hook, climbs onto the roof. Dr. Eggman demands that the police hand over the city to him.
A short time later, Tails and Chris show up in the Tornado, leading Eggman to infer that Sonic must also be here. Tails uses the Tornado's machine gun against the E-23, but it has no effect. The robot manages to destroy the Tornado's propeller, so Tails switches to an alternate form of propulsion.
On the street below, Knuckles refuses to help Tails, so Amy takes matters into her own hands and heads to the roof in an elevator. Knuckles follows, but is forced to take the stairs instead, although he reaches the roof just before Amy. Amy attacks the E-23 with her pico hammer, but fails to do any damage. The robot grabs her and Eggman orders Knuckles to stop or she'll be killed.
Just then, Sonic arrives back in Station Square, and Tails throws him a Ring. Sonic absorbs it and speeds up to the roof, dodging a series of attacks from the E-23. He manages to trick it into smashing its own arm, then destroys it completely, causing a spectacular explosion. Dr. Eggman leaves, insisting the war isn't over yet. A SWAT team arrives to arrest Sonic, Knuckles and Amy, but the Tornado flies past with a rope ladder, allowing the three to escape. Knuckles lets go before they reach the mansion, explaining he has his own things to do, before gliding away.
