Using the Sonic 2 script, graphic artists began drawing what each character, background, and zone should look like. Then storyboards were drawn, and these were transferred to computer by a team of programmers.

Six to seven months after the initial game overview, the first playable demo of the game was complete. This demo offered a rough idea of what one of the two zones of Sonic 2 would eventually look like -but without sound effects, music, or final detail. Focus groups were then assembled and asked to play the demo to decide what they did and didn't like.

Based on the input from the focus groups, an "alpha-stage" version of the game was created. This was a working model of Sonic 2, with all the acts and zones. At this point, about 80 percent of the actual programming was complete.
