What exactly is this? Is it a hack of Sonic CD 2011?

We also don't particularly care for announcement pages for hacks that aren't out yet, so you need to add more information as to what it is. Mentioning the VC++ runtime and DirectX doesn't mean anything, since those are the requirements of the base game, not your hack.
