Neo
(aka freddyneo) is an amateur pixel artist and software programmer. An oldbie in the Sonic community, he first joined the Area 51 forums before moving to Sonic Retro (then Simon Wai's Sonic 2 Beta) after the SSRG, which hosted Area 51, went offline in 2003. He also became an active member in the Sonic Robo Blast 2 forums in 2005, enjoying a brief stint as a chat moderator, and being one of the first level design contest winners whose entry was included with the main game.

In 2010, he began working with Tiddles on his up-and-coming ROM hack, Sonic 3 Complete. Originally contributing minor art fixes and original graphics for new features, he officially entered the development team as graphics artist and project consultant in 2012, along fellow Sonic Retro member

However, in 2017, Neo announced he was no longer working on the project due to creative differences, instead creating a blog called Sonic 3 Unlocked, talking about technical details and secrets within Sonic 3 & Knuckles. He has also announced he working on his own yet-to-be-titled hack of Sonic 3 & Knuckles.

As a side project, in 2013 Neo developed SA2: The New Challengers, one of the first modifications of the Steam version of Sonic Adventure 2, thanks primarily to MainMemory's efforts in decrypting and disassembling the game's executable. The amount of experience in assembly programming acquired while working on this project heavily contributed towards Neo taking up programming on Sonic 3 Complete as well.
