Rock Zone is a scrapped level in Sonic 2 referred to in the concept artwork of an unused enemy called "Banper". This level was originally planned as the "past" version of (Desert Zone) and a "past" (Rock Zone), but the idea of time travel was quickly dropped and it probably was never implemented in this game.
As a side note, "desert zone" and "rock zone" are just descriptions, or working names, and not proper names of the zones.
