Port Sonic 3's Sound Driver to Sonic 1: Part 2

Okay, you have my dated sonic 3 sound driver working, but you will probably notice that it is rather limited in what it can do in its current form, and recently Flamewing modified a s&k sound driver, which is a slightly improved version of the sonic 3 sound driver and someone has ported it to sonic 2 with a very similar process to what I did in part 1. Wonder why this is here? Well, I felt it would be easier to continue where we left off and convert the old driver here to the new one.
