The Koura (コウーラ) is an enemy that appears in Sonic Advance 2's Hot Crater. They are tortoise bots with springy shells, similar to the Dokabuton enemy from Sonic Chaos. Roll into them to inflict damage.
"Koura" is the Japanese word for shell.
