The Dummy Ring Bomb[1] is an attack used by Miles "Tails" Prower and Rouge the Bat.
In Sonic Heroes, if Tails and Rouge are by themselves, they perform this solo move. They throw out three fake rings that will paralyze the enemy if touched. They cannot paralyze the user or his/her teammates. Dummy Ring Bombs can be quite effective if they are thrown all over the place.
Tails kept the move in Sonic '06, where it was joined by the Dummy Ring Snipe.
