[[Doom's Eye]] instructs him to delete the core programme controlling information flow, but as Shadow progresses into the binary realm, he's given a different choice by none other than [[Rouge the Bat]]. How the thief got in there too is anyone's guess, but she's on a mission to collect the [[Chaos Emerald]] that's powering the system, and asks Shadow to help.

The level is very similar to a later journey Shadow takes into [[Eggman]]'s mainframe: [[Mad Matrix]].
In Westopolis, Shadow helps Black Doom kill all of the GUN soldiers defending [[Westopolis]]. Shadow kills two more, and Black Doom, impressed with the hedgehog's strength, decides that he should go on a more difficult mission. With a flash of [[Chaos Control]], Shadow is teleported into Digital Circuit. The player decides whether Shadow heads off to delete the United Federation's mainframe, or help his best friend Rouge the Bat rescue one of the seven Chaos Emeralds. People with epilepsy may have seizures triggered by the bright colours and patterns of Digital Circuit. It is the first Action Stage to have Beetles but not actual GUN soldiers. Other enemies are [[Black Arms]] annelids and Black Warriors. The defense systems here are orange crystals.
