You may have been looking for Level Select, the menu in actual Sonic games in which you can pick any Act.
Act Select is a Sonic-themed website. It is written primarily in Japanese but there is a English option for some pages. The history section of the website is fairly complete, containing release dates of Sonic games. Each page in the history section contains extra info on the bottom of the page such as Sonic cameos in other games.
